Kia ora, I’m Bruce Ranga and I’m standing as a Councillor candidate for Dunedin City Council as part of the Future Dunedin Team, led by mayoral candidate Andrew Simms. I’m running to deliver smarter spending, stronger services, and a better future for our city.

I bring over 30 years of leadership experience across government, business, and community sectors. I’ve had the privilege of serving as Chief Executive of the Torres Strait Island Regional Council, where I was responsible for $1.8 billion in public assets and service delivery across 15 remote Indigenous communities.


Dunedin is home. It’s where my wife Debbie and I raised our whānau. We built our businesses and our lives here. After working away in leadership roles across Australasia, I’ve returned to give back, and to serve this city with integrity, purpose, and real-world experience.


As a proud Ngāpuhi, Ngāti Toa, and Ngāti Maniapoto man, I value dignity, accountability, and genuine partnership in everything I do.

What I’m Focused On:

1. Lower Rates Rises Through Better Decisions

I believe we can manage rate increases more responsibly by focusing on smarter planning and spending. By prioritising the essentials, like water, roads, and community facilities, we can ensure our resources are directed where they’re needed most. With thoughtful, priority-based budgeting, we can deliver strong services while easing the pressure on households. It’s about making practical decisions that keep our city running well without placing unnecessary strain on our community.

2. Restoring Trust and Accountability

Council decisions shape our everyday lives, so it's important that people feel informed, included, and heard. I’ll support clear, plain-language communication and more accessible information so everyone can understand what’s happening and why. I believe in meaningful consultation, where community input genuinely shapes outcomes, and in exploring new ways to involve people early in key decisions. Trust is built through openness, and I’m committed to leading with transparency, integrity, and respect.

Dunedin has a real opportunity to lead a stronger, more connected Otago. With experience in regional development, I know how to unlock local potential. I’ll support the release of Council-owned land for clean industry, and back initiatives like a Dunedin Innovation Fund to grow jobs in tech, tourism, and education. By working with government, investors, and neighbouring communities, we can build a thriving regional economy that benefits everyone.
